To show partially compatible presets in the Presets panel, click the three-dot icon in the upper-right corner of the Presets panel and deselect Hide Partially Compatible Presets.You can choose to show those partially compatible presets that are hidden by default. For new presets, you can always drag the folder in your finding, or add them with the plus sign (I find that if the folder contains many subfolders it is easier to just drag it into tour finder).

In the Presets panel, click the three-dot icon and choose Manage Presets. This way they don’t show up on my lightroom, but I can always load them in later if I happen to shoot with a different brand.

As far as the Photo shop question, to get the eyes in the base layer white, I sponged the color out and dodged a bit to get rid of some of the gray shadows. You also adjust the brush for size and hard or feathered edges as well.
